甘肃省科技支出对地区创新能力的影响探究

Study on the Influence of Science and Technology Expenditure on Regional Innovation Ability in Gansu Province

为研究甘肃省科技支出对创新能力的影响,基于2002—2018年甘肃省R&D经费内部支出和专利授权量等相关数据,先后对甘肃省财政科技支出、R&D内外部支出、创新发展现状等进行了统计性分析,并在此基础上运用时间序列模型对科技支出和地区创新能力展开实证研究。结果发现,甘肃省财政科技支出相比全国水平较低,就其占一般公共预算支出的比例仅为全国的五分之一;R&D经费中非政府的资金占比份额虽高于政府的资金,但政府的资金比例在2017—2018年具有连续提高趋势。专利申请量和授权量变化明显、增长较快。此外,实证分析得出,甘肃省科技支出和地区创新能力具有长期稳定协整关系,且创新能力构成科技支出的格兰杰因果原因,科技支出对创新能力具有正向促进作用。最后通过方差分解,得出各内生变量创新能力贡献率。

In order to study the impact of science and technology expenditure on innovation capacity in Gansu Province,based on Gansu Province's R&D expenditure internal expenditures and patent authorizations and other related data,a statistical analysis was carried out,and a time series model was used to empirically study technology expenditure and regional innovation capability.It was found that Gansu Province's fiscal expenditure on science and technology is lower than that of the national level,and its ratio to the general public budget expenditure is only one-fifth of the country;although the share of non-governmental funds in R&D funds is higher than that of government funds.However,the proportion of government funds has continuously increased from 2017 to 2018.The number of patent applications and grants has changed significantly and has grown rapidly.In addition,empirical analysis shows that Gansu Province's science and technology expenditure and regional innovation capacity have a long-term and stable co-integration relationship,and innovation capacity is the Granger causality of science and technology expenditure.Science and technology expenditure has a positive role in promoting innovation capacity.Finally,through variance decomposition,the contribution rate of innovation ability of each endogenous variable is obtained.
