新时代中国共产党治国理政的政治动能,是从政治维度对党的十八大以来推动中国社会发展动能体系的学理性概括。其生成基于世情、国情、党情、民情之新变化,涵括提升国家治理体系现代化和治理能力的动能、夯实中华民族伟大复兴领导力的动能、滋养中华民族共同体认同的动能、世界治理供给中国智慧的动能等四重样态。其运行过程也是整合内部各个要素的过程,蕴含内生式政治动能与外生式政治动能相互依赖机制、主体式政治动能与规律式政治动能相互协调机制、制度式政治动能与体验式政治动能交互适应机制、阶段式政治动能与过程式政治动能相互配合机制等四重机制。而其运行释放出的政治领导力、思想引领力、制度规范力、话语凝聚力构成了促进当代中国发展的政治合力并转化为国家治理的能力,极大彰显了中国共产党区别于其他政党的优势、马克思主义与时俱进的品质、中国特色社会主义制度的优越性和国际性话语权的综合提升力。

Political kinetic energy in the new era is a scientific and theoretical explanation of the system of driving forces for China’s social development since the 18th CPC National Congress from a political dimension.It has increasingly shown the strong vitality of China’s governance amid the great changes unseen in the world in a century.The generation of political kinetic energy is based on changes in the world conditions,national conditions,Party conditions and popular sentiment.It consists of four modalities:the kinetic energy to improve the modernization and governance capacity of national governance system,the kinetic energy to consolidate the leadership of the great rejuvenation of the Chinese nation,the kinetic energy to nourish the identity of the Chinese national community and the kinetic energy to provide China with wisdom by world governance.The movement process of political kinetic energy is also the course of the integration of internal elements,containing four mechanisms:the interdependence mechanism of endogenous political kinetic energy and exogenous political kinetic energy,the mutual coordination mechanism of mainstream political kinetic energy and regular political kinetic energy,the reciprocal adaptation mechanism of institutional political kinetic energy and experiential political kinetic energy as well as the interworking mechanism of staged political kinetic energy and process political kinetic energy.The political leadership,ideological leading power,institutional normative power,and discourse cohesive power unleashed by the performance of political kinetic energy constitute the political synergy for promoting the development of contemporary China and turn it into the internal advantages of national governance,which has greatly highlighted the advantages and qualities of the CPC that distinguish it from other political parties,the quality of Marxism keeping pace with the times,the superiority of the socialist system with Chinese characteristics and the comprehensive enhancement of international discourse power to jointly serve the goal and vision of building China into a great modern socialist country.
