The Establishment of a New Development Pattern of“Dual Circulation”:Ideas on Theoretical Logic and Practice

构建双循环新发展格局是立足中国自身发展阶段与条件的新判断,并依据我国经济社会矛盾与全球外部环境的新变化所作出的推动经济高质量发展的重大战略抉择。基于马克思主义唯物史观来构建双循环新发展格局,应以生产方式为理论逻辑基础,依据全面建设社会主义现代化国家新征程的时代要求,科学阐释构建双循环新发展格局的生产技术条件与社会条件,探索有利于生产力发展与双循环新发展格局构建的社会生产形式与劳动交换或资源配置方式,完善构建双循环新发展格局的生产制度与生产关系。从马克思社会再生产理论来看,构建双循环新发展格局,是事关全局的社会总生产或再生产各环节的系统性变革,其核心问题是要畅通国民经济循环,即打通生产、分配、交换、消费各个环节,形成一个动力充沛、内部协调、循环通畅的社会再生产体系。从未来发展方式的态势来看,构建双循环新发展格局,应从体现现代经济体系建设与社会主义经济制度本质特征的包容性绿色发展中去拓展发展新思路。

The establishment of a new development pattern of“dual circulation”is a new judgment based on China’s own development stage and conditions and a major strategic choice to promote high-quality economic development based on China’s economic and social contradictions and new changes in the global external environment.To establish a new development pattern of“dual circulation”from the perspective of historical materialism of Marxism,we should explain scientifically the production technology conditions and social conditions for establishing a“dual circulation”development pattern,explore social modes of production and ways of labor exchange or resource allocation that are conducive to the productivity development and the establishment of a“dual circulation”development pattern and improve the system of production and relations of production for the establishment of a“dual circulation”development pattern with mode of production as the theoretical logic basis and in accordance with the requirements of the times on the new journey of building a modern socialist country in an all-round way.From the perspective of Marx’s theory of social reproduction,the establishment of a new development pattern of“dual circulation”is an aggregate social production that matters to the whole situation and a systematic reform of every link of reproduction.The core issue is to unblock circulation of the national economy,namely to get through every link of production,distribution,exchange and consumption and to establish a fully dynamic,internally coordinated and smoothly circulated social reproduction system.From the perspective of the trend of future development pattern,to establish a new development pattern of“dual circulation”,we should expand new ideas of development from inclusive green development which reflects the construction of a modern economic system and essential characteristics of socialist economic system.
