产业转移与产业空心化——从日本经验看我国的应对措施选择

Industrial Transfer and Industrial Hollowing-out——The Choice of China's Countermeasures from the Experience of Japan

多重因素导致我国制造业企业逐步实施对外转移,将对我国经济持续健康发展造成一定影响,对此应理性客观看待。我国目前面临的产业转移挑战与日本当年的背景相似,可以借鉴日本应对“产业空心化”的做法,引导社会各界理性看待产业转移行为,支持企业境内外合理布局,区分不同类型的转移模式,采取相应的对策,“以大带小、相促并进”,提升产业竞争力,牢牢把握发展内需这个战略基点,依靠内需动力促进产业在国内实现转移,预防我国因产业转移导致制造业出现“空心化”。

From the perspective of industrial transfer,it is of great practical significance to discuss the prevention of"industrial hollowing-out"in China.Multiple factors lead to the gradual implementation of outward transfer of China's manufacturing enterprises,which will have a certain impact on the sustained and healthy development of China's economy,which should be treated rationally and objectively.The challenge of industrial transfer in China is similar to that of Japan in those years.We can learn from Japan's practice in dealing with industrial transfer,take precautions and take various measures to prevent the"hollowing-out"of China's manufacturing industry caused by industrial transfer.
