以川南典型村庄为例的基层群众自治在乡村治理中的作用

The Role and Improvement of Grassroots Self-government in Rural Governance Based on Typical Villages in Southern Sichuan

加强和完善基层群众自治是推进国家治理体系和治理能力现代化的重要途径。本文在实地考察川南某乡村自治实践的基础上,侧重分析了现阶段村民委员会在乡村治理中的困境,提出了基层群众自治良性发展的具体建议。

The Third Plenary Session of the 18th Central Committee regards"perfecting and developing the socialist system with Chinese characteristics,and promoting the modernization of the national governance system and governance capacity"as an important goal of comprehensively deepening reforms,and strengthening and improving grassroots autonomy is an important way to promote the national governance system and governance capacity.Through the on-site observation of the practice process of rural autonomy in a certain village in southern Sichuan,this article focuses on the core issue of the role of grassroots mass autonomy in rural governance,and analyzing the current plight of villagers’committees in rural governance.The purpose of this research is to provide some insights for the benign development of the grassroots mass autonomy.
