金融科技驱动绿色金融发展的机理与实践

The Mechanism and Practice of Financial Technology Driving the Development of Green Finance

2020年9月22日,习近平总书记首次提出“30·60”目标,为我国经济绿色低碳转型划定了时间路线图,可以预见绿色金融在“30·60”目标下将迎来发展的黄金期。近年来我国绿色金融在政策推动下不断发展壮大,但在市场实践中仍暴露出绿色识别成本高、绿色服务效率低、市场主体参与性差等难题。以现代信息技术为驱动的金融科技在化解信息不对称、降低成本方面有着独特优势。本文从金融科技在效率、成本方面的优势出发,结合我国绿色金融发展现状和难点,从成本、信息、意愿三方面分析金融科技赋能绿色金融发展的机理与实践,提出完善配套服务体系、加大创新试点、加快基础设施建设等政策建议。

On September 22,2020,General Secretary Xi Jinping proposed the"30-60"goal for the first time,setting a time road map for the green and low-carbon transformation of China's economy.We can foresee that green fi nance will usher in a golden period of development under the"30-60"goal.In recent years,China's green fi nance has been growing under the promotion of policy,but in the market practice still exposed the problems of high green identifi cation cost,low green service effi ciency and poor participation of market participants.Financial Technology,driven by modern information technology,has a unique advantage in Information asymmetry and reducing costs.Based on the advantages of financial science and technology in efficiency and cost,this paper analyzes the mechanism and practice of fi nancial science and technology enabling green fi nancial development from three aspects:Cost,information and willingness,some policy suggestions are put forward,such as perfecting the supporting service system,increasing the innovation pilot projects and speeding up the infrastructure construction.
