摘要
针对国内外油气管道失效数据库建设情况,从失效数据统计范围、失效定义、失效数据统计等方面对比分析了美国(PHMSA)、加拿大(NEB)、欧洲(EGIG、CONCAWE)、英国(UKOPA)及我国石油管道典型失效数据库,与国外失效数相比,国内油气管道总体失效率与国外处于同一量级。根据当前油气管道失效数据的管理情况,从转变管理理念、畅通管理机制、提升关键技术、注重共享与分析4个方面,提出了油气管道失效数据管理工作的提升措施。
The typical oil/gas pipeline failure databases of the United States(PHMSA),Canada(NEB),Europe(EGIG,CONCAWE),the United Kingdom(UKOPA)and China are comparatively analyzed from the aspects of statistical scope of data,definition of pipeline failure and statistics of pipeline failure data.The result shows that the failure ratio of oil and gas pipelines in China is in the same magnitude order as that in foreign countries.According to the current management situation of oil and gas pipeline failure data,some measures to improve the management level of oil and gas pipeline failure data are put forward from four aspects of changing the management concept,dredging management mechanism,improving key technologies,and focusing on sharing and analysis.
