基于4R理论的社区公共危机管理能力研究

Research on Community Public Crisis Management Ability Based on 4R Theory

社区是公共危机管理组织中一个很关键的执行单位,因为社区是发生公共危机事件的第一现场,也是公共危机的第一应对者,具有贴近基层居民、处理危机敏捷灵活的优点。论文在归纳总结国内外社区公共危机管理研究的基础上,从公共危机管理4R理论的角度对社区公共危机管理进行定性分析,基于公共危机4R理论模型构建了社区公共危机管理体系,通过专家打分法和AHP层次分析法对乌鲁木齐市社区公共危机管理能力进行了评价,总结出社区公共危机管理能力存在的不足。并在借鉴国内外经验的基础上,提出了提高社区公共危机管理能力相应的对策措施。

The community is a key execution unit in the public crisis management organization,because the community is the first scene of a public crisis and the first responder of public crisis.It has the advantage of being close to the residents at the grass⁃roots level and dealing with agile and flexible crisis.This article summarizes domestic and international community public crisis management research,and analyzes community public crisis management from the perspective of public crisis management 4R theo⁃ry,and builds a community public crisis management system based on the public crisis 4R theoretical model.The AHP analytic hi⁃erarchy process evaluates the community's public crisis management capabilities in Urumqi,and summarizes the inadequacies of the community's public crisis management capabilities.On the basis of drawing on domestic and foreign experience,the correspond⁃ing countermeasures to improve community public crisis management capabilities are proposed.
