政府要积极发挥社区教育的引领作用,信息化背景下的县级社区教育要提高自身的社会地位,进一步增加旧社会教育可持续发展,政府力度要充分调动整体积极性,在部门和社区教育参与倡导,以社区教育为中心,设立社区教育基金,同时建设社区教育基地;完善基础变革,教育装备和班级建设,建立各种保障机制,整合社区学习资源必须积极依靠政府,整合社区资源必须通过发挥政府职能和直接参与教育监督来实现,创新学习教育的营运单位,制定和实施学习资源整合规划。
