关于国家战略科技力量概念及特征的研究

Study on Concept and Characteristics of National Strategic Science and Technology Forces

强化国家战略科技力量是党中央做出的一个重要战略决策,有较强的时代特色。本文围绕国家战略科技力量的概念和特征开展学术研究,鉴于中央目前明确的国家战略科技力量即国家实验室和国家重点实验室尚在建设或重组之中,难以作为研究对象开展直接研究,因此,本文在对这一概念做内涵分析的基础上构建由国际上可类比的科研力量组成的研究样本,并通过对这些研究样本的历史演进分析,进一步揭示国家战略科技力量的动态演化特征、差异化特征以及理论基础等,以便更深入地理解国家战略科技力量这一概念。

Strengthening national strategic science and technology forces is an important strategic decision made by the CPC Central Committee.This decision has strong characteristics of this era.This paper attempts to carry out academic research on the concept and characteristics of national strategic scientific and technological forces.In view of the fact that National Laboratories and National Key Laboratories are under construction or reform,they are not suitable to be research objects to conduct direct research.Therefore,based on the connotation of the concept of national strategic science and technology forces,this paper constructs research samples from international analogy research organizations.Then,from the international perspective,through the analysis of the historical evolution of these research samples,this paper reveals the dynamic evolution characteristics,differentiation characteristics and theoretical basis of national strategy science and technology forces in order to understand the concept of national strategy science and technology forces deeply.
