Policy Changes of Chinese Agricultural Science and Technology Parks:Stages,Features and Motivation——Based on Quantitative Analysis of Policy Texts in the 21st Century

摘要 本文以中国农业科技园区政策为研究对象,采用文献计量法和比较分析法对农业科技园区政策变迁展开研究。研究发现,21世纪以来农业科技园区政策变迁可大致划分为原始政策均衡、政策停滞、创新发展及均衡重塑四个阶段,每个阶段均有显著特征,而驱动农业科技园区政策变迁的因素主要为政策扩散失灵与政策转移失序、社会需求拉动及技术变化推动、管理工作得当和服务导向驱动。未来应考量政策变迁动力耦合机制,关注农业科技园区政策效益的扩散,以推动农业科技园区在乡村振兴中发挥更大作用。 This article takes Chinese agricultural science and technology park policy as the research object,uses bibliometric method and comparative analysis method to study the policy change of Chinese agricultural science and technology parks.The study found that since the 21st century,the policy changes of Chinese agricultural science and technology parks can be roughly divided into four stages of original policy equilibrium,policy stagnation,innovation development and equilibrium reshaping.Each stage has significant characteristics which drive the policy changes of Chinese agricultural science and technology parks.The main driving mechanism is the policy diffusion failure and the transfer disorder,the promotion of social demand and the promotion of technological changes,proper management and service-oriented driving.In the future,we should consider the dynamic coupling mechanism of policy changes,focus on the spread of the park s policy benefits,so as to promote Chinese agricultural science and technology parks to play a greater role in rural revitalization.
