基层重大公共卫生风险防控中的敏捷治理机制--基于H街道的新冠肺炎疫情防控个案分析

Agile Governance Mechanism in the Prevention and Control of Major Public Health Risks at the Grassroots Level--A Case Study of COVID-19 Prevention and Control Based on Street H

作为基层重大公共卫生风险防控的一种新机制,敏捷治理被许多学者认为是风险防控的理想类型。如何在重大公共卫生风险防控中实现敏捷治理,这是当前公共管理领域亟待研究的重要课题。对H街道新冠肺炎疫情防控的个案研究结果表明,群防群治、数据驱动、技术助防、服务带防是支撑基层敏捷防控机制有效运转的重要因素,但基层敏捷防控运行机制仍然面临着群防群治不广泛、数据驱动不全面、技术助防不动态、服务带防欠精准等一系列现实困境。因此,应从主体、对象、过程、范围四个层面构建与完善基层重大公共卫生风险防控中的敏捷治理机制。

As a new mechanism for the prevention and control of major public health risks at the grassroots level,agile governance is considered by many scholars as an ideal type of risk prevention and control.How to achieve agile governance in the prevention and control of major public health risks is an important subject that needs to be studied urgently in the field of public management at present.The case study of COVID-19 prevention and control based on H Street shows that the effective operation of the grassroots prevention and control mechanism is supported by mass prevention and control,data-driven prevention,technical assistance,and service-led prevention.However,the operation mechanism of grassroots agile prevention and control is still faced with a series of practical dilemmas such as the insufficient“mass prevention and control”,the incomplete“data-driven prevention”,the undynamic“technical assistance”and the inaccurate“service-led prevention”.Based on the difficulties faced by H Street,it is proposed to construct and improve the agile governance mechanism in the prevention and control of major public health risks at the grassroots level from four levels:subject,object,process and scope.
