湖南省中医药卫生资源配置和利用效率分析

Analysis on the allocation and utilization efficiency of traditional Chinese medicine health resources in Hu’nan Province

目的梳理湖南省中医药卫生资源配置与利用现状,评价中医药卫生资源利用效率。方法运用描述性统计方法分析2015年1月—2017年12月各类医疗卫生机构的中医药卫生资源配置和利用现状,基于数据包络分析法(DEA)对中医药卫生资源利用效率进行评价。结果2015年1月—2017年12月湖南省中医药卫生资源配置和利用总体均逐年增长。各类卫生机构中,仅中医医院和中医门诊机构规模报酬不变,其他类型机构都处于规模报酬递增状态,平均综合效率值为0.21。结论应提高湖南省中医药卫生资源的双向占比,实现资源的优化配置;突出中医药卫生服务特色优势,提升中医药卫生资源利用率;加强中医药卫生机构高质量内涵建设,谋求机构服务高效率。

Objective To sort out the current situation of the allocation and utilization of traditional Chinese medicine health resources in Hu’nan Province,and evaluate the utilization efficiency of traditional Chinese medicine health resources.Methods Descriptive statistical methods was used to analyze the situation of the allocation and utilization of traditional Chinese medicine health resources in various medical and health institutions from January 2015 to December 2017,and the utilization efficiency of traditional Chinese medicine health resources was evaluated based on data envelopment analysis(DEA).Results From January 2015 to December 2017,the allocation and utilization of traditional Chinese medicine health resources in Hu’nan Province increased year by year.Among all kinds of health institutions,only traditional Chinese medicine hospitals and traditional Chinese medicine outpatient institutions had the same scale remuneration,and other types of institutions were in a state of increasing scale remuneration,with an average comprehensive efficiency value of 0.21.Conclusion The two-way proportion of traditional Chinese medicine health resources in Hu’nan Province should be increased to achieve the optimal allocation of resources;highlight the characteristics and advantages of traditional Chinese medicine health services,and improve the utilization rate of traditional Chinese medicine health resources;strengthen the construction of high-quality connotation of traditional Chinese medicine health institutions,and seek high efficiency of institutional services.
