国土空间规划体系重构语境下乡镇级国土空间规划编制探索——以重庆市兴隆镇国土空间规划为例

Exploration on the Township-level National Territorial Spatial Planning Compilation under the Restructuring of the National Territorial Spatial Planning System:A Case Study of National Territorial Spatial Planning in Xinglong Town,Chongqing City

正值国土空间规划体系构建的初步阶段,本文充分认识新时代下国土空间改革对乡镇层面国土空间规划提出的新要求,探讨了乡镇层级国土空间规划的定位与主要内容,从管控范围、工作内容和实施方式指出编制转变的新要点,并且梳理了编制技术新路径。结合《重庆市奉节县兴隆镇国土空间规划(2020—2035)》编制实践,探索乡镇层级国土空间规划编制路径,以期为量大面广的乡镇层级国土空间规划编制提供一定的技术范式借鉴。

At the initial stage of the construction of the territorial spatial planning system and in full awareness of the new requirements of territorial spatial planning at the township level under the new era of territorial spatial reform,this paper discusses the positioning and main contents of territorial spatial planning at the township level,points out the new main points of transformation in terms of the scope of control,work content and implementation methods,and combs the new path for the planning compilation.It explores the compilation path of township-level territorial spatial planning in the context of the compilation practice of'Chongqing Fengjie County Xinglong Township Territorial Spatial Plan(2020-2035)',with a view to providing a certain technical paradigm for the compilation of a large number of township-level territorial spatial plans.
