Interpretation of Ecological Protection and High-Quality Development Strategy of the Yellow River Basin and Top-Level Design Thinking

文章解读了习近平总书记黄河流域生态保护和高质量发展战略精神,即“一套理念、一个方法论、一个实践论”,以此为出发点和指导思想,提出在顶层设计中应避免出现各部委“五龙治水”的割裂,并应重视以产业引领实现可持续的建议,同时阐述了黄河流域“三轴两圈”文化格局,对黄河文化精神进行了诠释,希望对黄河流域生态保护和高质量发展顶层设计有所帮助。

The paper interprets the strategic spirit of General Secretary Xi Jinping's Yellow River Basin ecological protection and high-quality development,i.e.“a set of concepts,a methodology,and a theory of practice”.Taking this as the starting point and guiding ideology,it is proposed that unclear responsibility division among the ministries should be avoided in the top-level design and sustainable protection and development should be realized through leading of industry.Meanwhile,it expounds the cultural pattern of the“Three Axes and Two Circles”of the Yellow River Basin,and interprets the cultural spirit of the Yellow River to provide reference for the top-level design of ecological protection and high-quality development of the Yellow River Basin.
