乡村振兴战略下农村基层治理新困境及其突围——以农村人居环境整治为例

New Dilemma and Breakthrough of Rural Grass-roots Governance under Rural Revitalization Strategy——Taking Improvement of Human Settlements as an Example

乡村振兴以来,国家与农民关系面临着知识悬浮的新型困境。以农村人居环境整治为例,知识悬浮表现为时间观念、空间观念和价值观念的错配现象。农村基层治理困境具体表现为治理主体方面的主动性缺失、治理方式方面的策略主义和形式主义、治理资金方面的高成本治理和地方负债。从治理知识的分析视角出发,知识悬浮是人居环境整治工作治理困境的逻辑起点,身份转换导致治理主体困境,目标错位致使治理方式困境,城乡不分引发治理资金困境。知识悬浮本质上是村民自治的缺失。农村基层治理性质很大程度上是生活治理,而生活治理恰恰强调村民自治的重要性。解决新一轮的农村基层治理困境,需要从知识悬浮走向知识在场。

Since the the Rural revitalization Strategy,the relationship between the state and farmers is facing a new dilemma of knowledge suspension.Taking the Renovation of the Living Environment as an example,the rule suspension is manifested as the mismatch of time concept,space concept and value concept.And the governance dilemma of rural grass-roots level is specifically manifested as the lack of initiative of governance subjects,the strategy and formalism of governance methods,the high cost governance and local liabilities of governance funds.From the perspective of governance knowledge analysis,knowledge suspension is the logical starting point of governance dilemma in the Renovation of the Living Environment.The change of identity leads to the governance subject dilemma,the target dislocation leads to the governance mode dilemma,and the urban-rural separation leads to the governance fund dilemma.The suspension of rules leads to the deviation of governance objectives,the dissipation of the relationship between the dry group and the waste of public resources.Knowledge suspension is essentially the absence of villagers'autonomy.However,the nature of rural grassroots governance to a large extent life governance,exactly emphasizes the importance of villagers'autonomy.To solve the new round of rural grassroots governance dilemma,we need to change from knowledge suspension to knowledge presence.
