上海医疗卫生资源下沉改革,要依托上海已构建的55个医联体,将高等级医院医生“下沉”和基层医院医生“上挂”相结合,利用差异化医保政策和医疗价格激励患者,精准定位和发挥好家庭医生职能等,促进上海在供给侧着力构建双向技能溢出渠道,在需求侧充分发挥市场作用,形成不同等级医院间的良性联动,加快分级诊疗体系的建设步伐。

The sinking reform of Shanghai’s medical and health resources must rely on the 55 medical consortia that Shanghai has established,combining the“sinking”of high-level hospital doctors and the“uploading”of doctors in primary hospitals,and using differentiated medical insurance policies and medical prices to encourage patients,accurately locating and playing the role of family doctors,promoting Shanghai’s efforts to build a two-way skill spill channel on the supply side,giving full play to the market role on the demand side,forming a positive linkage between different levels of hospitals,and accelerating the pace of construction of a hierarchical diagnosis and treatment system.
