A Research on the Modernized Legal Support and Innovation in Municipal Social Governance

市域社会治理现代化是提高国家治理能力和治理体系的战略抓手。推进市域社会治理现代化需要夯实基层治理基础,提升社会治理现代化法治水平,构建中国特色社会主义的法治支撑机制。本文通过对我国当前市域社会治理现代化演进、发展进行回顾,与中国特色社会主义法治比较,结合乌兰察布市治理实践,分析了当前社会治理工作中存在的问题和不足,提出创新社会治理现代化法治构建与保障机制,旨在为市域社会治理现代化的发展提供思路与实践路径。

The modernization of municipal social governance is a strategic starting point to improve the state governance capacity and governance system.Promoting the modernization of municipal social governance requires for the foundation consolidation of grassroots-level governance,the improvement of the modernization level of the rule of law in social governance,and the establishment of a legal support mechanism for the socialism with Chinese characteristics.This paper reviews the evolution and development of China’s current municipal social governance modernization,and compares it with the rule of law of the socialism with Chinese characteristics.Combining the governance practices of Ulanqab,this article analyzes the problems and deficiencies in current social governance work,and proposes the innovation of the construction and guarantee mechanism of the rule of law for social governance modernization,aiming to provide ideas and practical directions for the development of the modernization of municipal social governance.
