“一带一路”是陆海联动之路,其陆海贸易通道联动发展具有重要的国家意义和战略价值。“一带一路”陆海贸易通道联动发展强调陆海贸易通道间的互补性、互动性和关联性,具有整体性、复杂性、协调性、网络性、可替代性等方面的特征,其作用机理以内外联动、重点带动、错位竞争为原则,在已有的顶层设计支撑、陆海贸易运输体系布局和试点探索的基础上,将包括建设主配套线路、打造枢纽节点、完善物流体系、发展多式联运等在内的“硬件联动”和包括政策规划、建设信息共享平台、建立服务机制、统一运输标准等在内“软件联动”作为主要内容,探索“港口+”的发展模式。未来,为进一步推动“一带一路”陆海贸易通道联动发展,从国际维度应侧重通过多层次交流增加互信、营造良好的外部环境,从国内维度应有针对性地加快硬件建设、软件优化和机制保障等。

The“Belt and Road”is a road of land-sea linkage,and its land-sea trade corridor linkage development has important national significance and strategic value.The joint development of land-sea trade corridors under the“Belt and Road”emphasizes the complementarity,interaction and relevance of land-sea trade corridors,and has the characteristics of integrity,complexity,coordination,network,and substitutability.Its mechanism of action is based on the principles of internal and external linkage,key driving,and dislocation competition.At the same time,the existing top-level design support,land-sea trade transportation system layout and pilot exploration are used as the basis for linkage.The main contents of the“Belt and Road”land-sea trade corridor linkage development include“hardware linkage”and“software linkage”.Among them,“hardware linkage”includes building main supporting lines,building hub nodes,improving logistics system,and developing multimodal transportation.“Software linkage”includes policy planning,construction information sharing platform,establishment of service mechanism,unified transportation standards,etc.This paper will also explore the“port+”land-sea trade corridor linkage development model.In the future,in order to further promote the development of the“Belt and Road”land-sea trade corridor,the international dimension should focus on increasing mutual trust through multi-level exchanges and creating a good external environment,and the domestic dimension should be targeted to accelerate hardware construction,software optimization and mechanism guarantee,etc.
