摘要
贸易融通是一带一路非常重要的任务之一。贸易融通重要前提是贸易便利化,提升物流绩效是贸易便利化的重要抓手。世界银行物流绩效LPI数据显示,中国LPI在通关时效方面最弱,而德国、新加坡通关时效一直名列世界前列。中国国际贸易单一窗口主要目的是提高通关时效,2017年5月中国国际贸易单一窗口标准版启用,海关改革的成绩有目共睹,通关时间缩短不止三分之一,但企业获得感却不强,问题何在?本文通过港口实地调研,通过对港口作业相关方、国际贸易交易方等分析,期望找出问题根源,并借鉴新加坡单一窗口发展历程,尝试寻找相应的解决方案。
Trade facilitation is one of the most important tasks in One Belt One Road.Trade facilitation is an important premise of trade financing,and improving logistics performance is an important starting point of trade facilitation.According to the LPI data of World Bank logistics performance,China's LPI is the weakest in terms of customs clearance timeliness,while Germany and Singapore have been ranked in the forefront of the world.The main purpose of China's international trade single window is to improve the efficiency of customs clearance.In May 2017,the standard version of China's international trade single window was launched.The achievements of Customs reform are obvious to all.The time of customs clearance has been shortened by more than one third,but the sense of enterprise acquisition is not strong.What's the problem?Through the port field research,the analysis of port operation related parties and international trade parties,this paper hopes to find out the root of the problem,and try to find the corresponding solutions by learning from the development process of Singapore's single window.
