国内市售化妆品有害物质及禁用化学原料非法添加问题浅析

Analysis On the Illegal Addition of Harmful Substances and Banned Chemical Raw Materials of Cosmetics On the Market In China

目的:了解国内市售化妆品中有害物质及禁用化学原料非法添加情况,为化妆品安全风险研究积累统计资料。方法:对国家药品监督管理局网站2017~2019年通告的不合格化妆品中有害物质及禁用化学原料非法添加的情况进行统计整理,对化妆品类别、非法添加物质的种类、含量等信息进行汇总,并列出图表进行分析。结果:国家药监局2017~2019年通告的不合格化妆品中,168批次存在有害物质及禁用化学原料非法添加问题。其中,美白/祛斑类产品105批次,主要问题为汞超标;染发类产品43批次,主要问题为非法添加禁用组分邻氨基苯酚或间苯二胺;香水12批次,主要问题为非法添加禁用组分邻苯二甲酸二异辛酯;另有8批次其它类别产品中查出5种禁用物质及2种有害物质含量超标。结论:近年来化妆品中有害物质及禁用化学原料非法添加的问题较多,监管的广度及力度均应持续增大以保证化妆品消费者的用妆安全。

Objective:To investigate the illegal addition of harmful substances and banned chemicals in cosmetics on the market in China,and to accumulate statistical data for the study of cosmetics safety risk.Methods:The illegal addition of harmful substances and banned chemical materials in unqualified cosmetics announced on the website of the NMPA from 2017 to 2019 was statistically sorted out,and the information such as the category of cosmetics,the type and content of illegally added substances were summarized,and the charts were listed for analysis.Results:In the unqualified cosmetics announced by NMPA in 2017~2019,168 batches had the problem of illegal addition of harmful substances and banned chemical raw materials.Among them,there were 105 batches of whitening/freckle removing products in which the main problem was Mercury exceeded the standard,43 batches of hair dye products in which the main problem was illegal addition of banned component o-aminophenol or m-phenylenediamine,12 batches of perfume in which the main problem was illegal addition of DEHP.In addition,5 prohibited substances and 2 harmful substances were found out in 8 batches of other products.Conclusion:In recent years,there were many problems of illegal addition of harmful substances and banned chemical raw materials in cosmetics.The scope and strength of supervision should continue to increase to ensure the safety of cosmetics consumers.
