辽宁省高等教育财政投入的影响因素分析

Analysis on the Influencing Factors of Higher Education Financial Investment in Liaoning Province

高等教育财政投入水平体现了政府对于高等教育的重视程度和为提高高等教育发展速度、提升高等教育教学质量以及促进大学生受教育机会公平的努力程度.在对2003—2017年辽宁省高等教育财政投入现状及趋势进行分析的基础上,利用多元线性回归模型研究了辽宁省高等教育财政投入的影响因素.结果表明:辽宁省政府对高等教育的投入会受到地区经济发展水平、高校学生征收的学杂费和受高等教育者外溢程度的影响,地区经济发展水平和高校学生征收的学杂费对辽宁省高等教育财政投入的影响是正向的,受高等教育者外溢程度的影响是负向的.

The level of financial investment in higher education reflects the government’s emphasis on higher education and its efforts to improve the development speed of higher education,improve the quality of higher education and promote the equality of educational opportunities for college students.Based on the analysis of the present situation and trend of the financial investment in higher education in Liaoning province from 2003 to 2017,this paper studied the influencing factors of the financial investment in higher education in Liaoning province by using the multiple linear regression model.The results show that the government’s investment in higher education in Liaoning province will be affected by regional economic development level,acceptance level of fiscal responsibility transfer by local residents and higher educators externality,regional economic development level and levies on the university students’tuition and fees would have a positive role in higher education financial investment in Liaoning province,higher educators externality can produce negative effect on higher education financial investment in Liaoning province.
