Integration and Reconstruction:a Research of Social Assistance Positioning in the Background of Rural Revitalization

为进一步明确社会救助在新时期的定位,推进乡村振兴,本文从多源流理论出发,从问题源流、政策源流和政治源流来分析社会救助制度变迁的动力机制,在动力机制汇聚之后,再提出社会救助在价值取向、目标指向、责任主体、制度安排及功能定位等方面进行整合和重构,以解决农村社会救助发展不平衡不充分的问题,更好地增强农村发展活力,向实现第二个百年奋斗目标迈进。

In order to further clarify the functional orientation of social assistance in the new era and promote rural revitalization,this paper,starting from the Multiple-streams theory,analyzes the dynamic mechanism of social relief system changes from the perspective of the origin of problems,policies and political situations,and proposes that,after convergence of dynamic mechanisms,social assistance should be reconstructed in terms of value orientation,target orientation,subject of responsibility,institutional arrangement and functional orientation so as to solve the problem of unbalanced and inadequate development of social assistance in rural areas,better enhance the vitality of rural development and achieve the second centenary goal.
