粤港澳大湾区经济高质量增长的路径选择研究

Research on the Mechanism and Path of Digital Economy Promoting High-quality Economic Growth in Guangdong-Hong Kong-Macao Greater Bay Area

粤港澳大湾区将“打造高质量发展的典范”,其研究意义重大。遵循“数字经济-产业生态-创新生态-区域合作-数字政府”的总体思路,基于大湾区经济高质量增长基础条件与现实困境分析的基础上,考察粤港澳大湾区经济高质量增长的路径选择。研究认为,以信息基础设施与大数据信息资源库建设为基础,以数字综合平台为依托,将产业生态、创新生态、区域合作以及数字政府进行联结,实现可灵活配置资源的粤港澳大湾区产业创新生态体系。以机制体制改革和政策、标准供给为动力,解决合作体制性、机制性障碍问题,促进产业创新生态体系的横向转型和纵向升级,从而实现经济高质量增长。最后,提出相关政策建议。

As a national strategy,the construction of Guangdong-Hong Kong-Macao Greater Bay Area will be⁃come a“model to build high-quality development”,which is of great significance.Following the general logic of“theoretical analysis-practical basis-mechanism and path–tactics and proposals”,it establishes the analysis paradigm of“digital economy platform-high-quality economic growth”,and based on the analysis of the basic conditions and realistic predicaments of high-quality economic growth in the Greater Bay Area,conducts explorato⁃ry research of the internal mechanism and path of digital economy promoting high-quality economic growth.The re⁃search concludes that industrial ecological system(real economy)is connected with top-level design,digital applica⁃tion and digital interaction so as to realize the digital integrated service supply that can flexibly allocate resources based on the construction of information infrastructure and big data information resource database and relying on the digital integrated platform.Taking mechanism and institutional reform and policy/standards supply as the driv⁃ing force,it aims to solve mechanism and institutional barriers in the cooperation of digital economy platform con⁃struction in Guangdong-Hong Kong-Macao Greater Bay Area,and promote horizontal transformation and vertical upgrading of the industrial ecological system so as to realize high-quality industrial development,also accompanied by such reform processes as enterprises/park total factor process management,and park platform organization driven by paradigm knowledge network.
