摘要
变电站施工现场的安全评估及改进措施分析对于减少电力工程施工事故、保证施工安全、促进电力行业稳定健康发展具有重要意义。首先分析了变电站施工现场的安全影响因素,以单个施工单位为评估对象,采用能够综合反映定性和定量特性的区间层次分析法(IAHP),建立变电站施工现场安全评估的多层次结构模型,以某变电站为例,进行施工单位的现场安全评估并排序。采用基于边际指标值的方法进行灵敏度分析,得出施工单位能够迅速改善其施工现场安全的改进措施。所提方法同样适用于输变电工程中具有类似结构、特性问题的分析。
The safety assessment and improvement measures analysis of substation project construction have great significance to reduce electric power engineering construction accidents,ensure the construction safety and promote healthy development of the power industry.Factors of substation project construction safety are analyzed firstly.With a single substation construction unit as the evaluation object,hierarchical structure mode of substation project construction safety assessment is established using IAHP,which can comprehensively reflect the qualitative and quantitative characteristics.Taking a substation as an example,the substation construction unit safety assessment is carried out and the results are sorted.A sensitivity analysis approach based on marginal indicator value is presented to obtain improvement measures which can quickly improve its project construction safety.The proposed method is also applicable to the problems having similar structure and characteristics in power transmission and transformation project.
