摘要 电力现货市场建设与运营是中国新一轮电力体制改革的亮点和难点,难度主要体现在两个方面:一方面是技术上的难度,如电力现货交易技术支持系统的建设、竞价出清与安全调度的有机结合等;另一方面是利益的重构,电力现货市场的建设与运营,势必会改变利益格局,处理好改革、发展和稳定的关系,是新一轮电力体制改革各相关方的共同期盼。政府授权合约对于控制利益重构的节奏,使各市场主体能从计划体制向市场体制平稳过渡,将起到重要的作用。首先概述了浙江省电力现货市场第二次结算试运行中政府授权合约的分解方式;接着分析了此种分解方式对各相关方的影响;最后展望了政府授权合约分解的若干问题及解决方法。 The construction and operation of power spot market is the highlight and difficulty of China′s new round of power system reform.The difficulty is mainly reflected in two aspects:one is the technical difficulty,such as the construction of power spot trading technical support system,the combination of bidding and clearing and security dispatching;On the other hand,the reconstruction of interests.The construction and operation of the power spot market,is bound to change the pattern of interests.To deal with the relationship between reform,development and stability is the common expectations of the relevant parties in the new round of power system reform.Government-authorized contracts will play an important role in controlling the pace of interest restructuring and making the market entities transition smoothly from the planned system to the market system.Firstly,the decomposition mode of government authorized contract in the second settlement trial operation of Zhejiang power spot market is summarized.Then,the influence of this decomposition method on the relevant parties is analyzed.Finally,some problems and solutions about the decomposition of government authorized contract are prospected.
