中国特色廉政体系的理论建构与优化发展

The Theoretical Construction and Optimization of the National Clean Governance System with Chinese Characteristics

廉政体系作为国家治理体系的重要组成部分,对提升治理效率和治理效能起到关键作用。中国廉政体系具有独特性,根植于中国特色社会主义制度体系、演化于党的历史和国家历史进程、创新于新时代党和国家发展战略、应用于化解党和国家各类腐败风险和挑战,形成了具有中国特色的“机构—制度—战略”三位一体结构框架,建构了特有的领导机制、动力机制、协同机制、创新机制,这些理论分析为诠释中国特色廉政体系的合理性及优势提供了依据。在此基础上,结合中国廉政体系的现实发展,本文提出提升理论塑造力、推动改革调适力、增强制度执行力、优化系统耦合力、树立国际主导影响力方面的政策建议,为廉政建设实践提供参考。

As an important part of the national governance system,the clean governance system plays a key role in enhancing the efficiency and effectiveness of governance. The clean governance system of China is unique,it is rooted in the socialist system with Chinese characteristics,evolved in the history of the Party and the nation,leaped forward in the development strategies of the Party and the country in the new era,and applied to solve corruption behind various risks and challenges of the Party and the country,formed a three-dimensional framework of "institution-system-strategy"with Chinese characteristics,and constructed unique leadership mechanism,dynamic mechanism,coordination mechanism and innovation mechanism. These theoretical analyses provide basis for interpreting the rationality and advantages of the clean governance system with Chinese characteristics. On this basis,combining with the realistic development of China’s clean governance system,we propose policy recommendations of enhancing theoretical shaping power,promoting reform and adaptation power,strengthening institutional implementation power,optimizing system coupling power,and establishing leading international influence,to provide reference for the practice of building a clean governance.
