摘要
目前“河长制”已在全国范围内广泛推行并渐趋成熟,但在执行过程中也产生了诸多问题。构建科学有效的河长制绩效考核体系是全面推行河长制的重要保障。在文献梳理的基础上,以长江上游流域为样本,从指标考核、工作测评、公众评价三个维度,研究长江上游流域河长制绩效考核体系,提出未来应设立指标动态调整机制,对相关指标赋权实施动态差异化评价,构建“绩效-考核-问责”联动机制,以期进一步完善河长制配套体系和推进河长制的长效发展。
At present,the“river chief system”has been widely implemented nationwide and gradually matured,but there are also many problems in the process of implementation.To build a scientific and effective performance appraisal system is an important guarantee for the overall implementation of the system.Taking the upper reaches of the Yangtze River as a sample,on the basis of literature review,this paper studies the performance evaluation system of the system from three dimensions of index evaluation,work evaluation and public evaluation,in order to further improve the supporting system of the system and promote the long-term development of the system.
