Practice and Direction:The Program to Develop Border Areas and Improve the Lives of the People in Guangxi

兴边富民行动20年,既积累了一定经验,也面临着现实困境,亟须转向。兴边富民行动的基本经验是:中央自上而下的推动与地方自下而上的互动,保障了兴边富民行动的顺利实施;集中人财物实施重点突破,确保了兴边富民行动取得立竿见影的效果;积极融入国家战略,显著放大了兴边富民行动的带动作用。兴边富民行动的困境是:由政府在兴边富民行动中的主体支配地位、社会力量碎片化和边民权利不足所形成的治理的结构化问题。在迈向高质量发展的新阶段,兴边富民行动理念需要从“输血”转向“造血”;行动主体需要从政府“独唱”转向政府、社会力量和边民的三方“合唱”;而行动方式需要从缩小均值差距的“大水漫灌”转向满足个性化、多样化需求的“精准滴灌”。

The Program to develop border areas and improve the lives of the people has been launched for 20 years.While we have gained the important experience in the process,some dilemmas have emerged and need change.The basic experience is:the top-down promotion of the central government and the bottom-up interaction of the local government ensured the smooth implementation of the action of invigorating the border areas and enriching the people;focusing on the key breakthroughs in the implementation of manpower,material resources and financial resources and ensuring the immediate effect of the action;actively integrating into the national strategy has significantly enlarged the driving role of the action.While there is a dilemma caused by the government's dominant position,the fragmentation of social forces and the lack of rights of border residents as the government,social forces and border residents are the three main participants.In the new stage of high-quality development,the program to develop border areas and improve the lives of the people needs to shift from"blood transfusion"to"haemopoiesis",the main body of action needs to turn from the"solo"of the government to the"chorus"of the government,social forces and border residents,and the action mode needs to shift from the flood irrigation to the precise drip irrigation to meet the personalized and diversified needs.
