抗战时期晋西北地区党的私营工矿业政策

CPC's Policy of Private Industry and Mining in Northwest Shanxi During the Anti-Japanese War

抗战全面爆发后,为打破日伪对晋西北抗日根据地的"经济封锁",满足根据地的军需民用,根据地各级政府在中国共产党的领导下,实施了减轻私营工矿业税收、改善劳资关系等一系列旨在保护和扶持晋西北私营工矿业发展的政策。在这些政策的支持下,晋西北各类私营工矿业普遍较战前有了较快增长。中国共产党在晋西北实施的私营工矿业政策,既是马克思主义基本原理同晋西北实际相结合的生动实践,又是党的抗日民族统一战线政策的具体体现,它的实施为抗战最终胜利作出巨大贡献。

After the outbreak of Anti-Japanese War,in order to break the“economic blockade”imposed by Japan and the puppet government in the Anti-Japanese base area in northwest Shanxi and meet the military and civilian needs of the base area,under the leadership of the Communist Party of China,the governments at all levels in northwest Shanxi adopted a series of policies to protect and support the development of private industry and mining,such as reducing taxes on private industry and mining and improving labor-capital relationship.With the support of these policies,all kinds of private industry and mining in northwest Shanxi generally grew faster than before the war.The policy of private industry and mining implemented by the Communist Party of China in the northwest of Shanxi is not only a vivid practice combining the basic principles of Marxism with the reality of the northwest of Shanxi,but also a concrete embodiment of the Anti-Japanese national united front of the party.Its implementation has laid a solid material foundation for the final victory of the Anti-Japanese War.
