中国北方冷凉气候生态经济带(区)发展分析与展望

Analysis and Prospect of the Development of Eco-economic Zones(Regions)with Cold Climate in Northern China

北方地区的冷凉气候是中国农业发展中弥足珍贵的资源。基于冷凉生态、冷凉型农业产业和冷凉气候生态经济带等概念,介绍了中国冷凉型经济的地区分布特点,论述了冷凉生态型经济区农业生产的独特优势及其产品特性,并分析了近年来冷凉经济区特色农业产业发展的实践;在总结实践经验的基础上,指出了制约冷凉型农业产业发展的普遍性问题。最后,对未来北方冷凉气候生态经济带(区)建设及发展趋势进行了设想与展望,即北方冷凉生态经济区要发展"新、优、特"冷凉型绿色农业产业,打造地标性冷凉特色农产品品牌;发展集农、林、牧、副、渔五业的冷凉型大农业产业;建立冷凉生态地区农产品溯源体系,推行冷凉型无公害绿色生产,实现从生产、加工、存储、运输到销售全程可溯源。

The cold climate in northern China is a precious resource for China's agricultural development.Based on the concepts of cold ecology,cold agricultural industry and cold climate ecological economic zone,the regional distribution characteristics of China's cold economy were introduced,the unique advantages and products characteristics of agricultural production in the cold eco-economic zone(region)were discussed,the practice of characteristic agricultural industry development in the cold economic zone(region)in recent years was analyzed,and based on summing up practical experience,the universal problems restricting the development of cool agricultural industries were pointed out.Finally,the future construction and development trend of the cold climate ecological economic zone(region)in the north were envisaged and forecasted,that is,the cold ecological economic zone in the north should develop new,high-quality and special cold green agricultural industries and create a landmark brand of cold and characteristic agricultural products,develop a cold large agricultural industry integrating agriculture,forestry,animal husbandry,sideline and fishery,establish a traceability system for agricultural products in cold ecological regions,promote cold and pollution-free green production,and realize the traceability of the whole process from production,processing,storage,transportation to sales.
