地震标准实施情况调查评估

Investigation and Analysis on Implementing Situation of Earthquake Standards

基于问卷调查法、统计学方法、情景分析法和专家分析法,根据单位应用标准情况、人员掌握标准情况、标准实施反馈情况设计调查问卷,开展地震标准实施情况调查评估。研究结果表明,地震行业存在对地震标准重视程度不够、普及不均衡等问题。针对存在的问题,提出加强地震标准宣贯力度、建立并执行地震标准清单制度、强化地震标准实施监督等建议,为促进地震标准的实施提供参考。

This paper designs a questionnaire according to three indicators of unit’s standard application,personnel standard mastery and implementation feedback by using questionnaire method,statistical method,scenario analysis and expert analysis,carrys out investigation on implementing situation of earthquake standards.Statistical analysis results show that some problems existing in seismic industry,such as insufficient attention to standards and unbalanced popularization.On the basis of cause analysis,the corresponding suggestions are put forward,such as strengthening publicity and implementation of standards,establishing the system of implementary standard list,strengthening the supervision of standard implementation,so as to provide reference for promoting the implementation of earthquake standards.
