相对贫困绿色治理:逻辑、困境及路径——以四川藏彝民族地区为例

The Green Governance of Relative Poverty:Logic,Dilemma and Path—Taking the Tibetan and Yi Ethnic Areas in Sichuan Province as An Example

相对贫困绿色治理理论吸纳了绿色发展、缓解相对贫困与可持续生计意蕴,因此更能够平衡、协调与融贯“经济-社会-生态”三大系统聚焦的效率、公平与可持续取向;在实践中又沿循产业绿色化与绿色产业化运转逻辑,坚持问题追溯、过程管理与目标瞄准相结合,能够精准地消弭经济发展与生态保护中出现的间隙隔阂,进而能够真正助益藏彝民族地区实现持续性高质量发展。

Green poverty reduction,in theory,incorporates the concept of green development,the idea of stable poverty eradication and the theoretical implications of sustainable livelihood.Furthermore,it can effectively break through the cognitive limitations of the traditional point of view of the one-sided position of poverty alleviation as economic growth,and by doing so,it can take into account a balance,coordination and integration of the three major systems,i.e.the economic,social and ecological systems.In view of this,on the basis of a clear understanding of the theory and logic of the green governance of relative poverty,this paper tries to analyze the dilemma found in the Tibetan and Yi ethnic areas in Sichuan for alleviating relative poverty.The paper also tries to explore a rational path for realizing high quality green development,while hoping to promote consistently the governance and prosperity of Sichuan in the New Era,and meet the needs for a better life for the people in Tibetan and Yi areas.This article proposes rational path of highquality green development in the Tibetan and Yi areas in Sichuan as follows:1)perfecting the market environmental mechanism;strengthening the supervision of the ownership of ecological assets;effectively safeguarding the rights and interests of the owners of ecological rights;enhancing public awareness of ecological consumption;standardizing the operating system of the ecological market;and,organically linking environmental protection with the operation of the market economy.2)introducing not only external market elements into the Tibetan and Yi areas,but also presenting local ethnic characteristics to the outside market;giving full play to the comparative advantages of natural ecology and ethnic culture;developing the pillar industries for eliminating poverty and becoming rich;further integrating with the market to develop new forms of business on the basis of improving the competitiveness of green agriculture and the rural ecological market;and,considering ecological resources endowment and their unique comparative advantages.3)adjusting dynamically the interactive mechanism of green poverty reduction cooperation;strengthening ties with relevant provinces and cities for the purpose of ecological and environmental protection,infrastructure connectivity,green industry development,cross-regional river basin governance,environmental pollution prevention and control,and ecological project investment and construction;promoting a benign pattern of coordination among the different links in the industrial chain;and,4)adjusting dynamically the green performance appraisal system,and optimizing the green poverty reduction reward and punishment mechanism;moderately improving the proportional weight of key indexes,such as resource consumption,environmental pollution and ecological damage,while adjusting the evaluation system of green industry development by taking into consideration the geographical characteristics of the Tibetan and Yi ethnic areas in Sichuan.
