摘要
发展是第一要务,人才是第一资源,创新是第一动力,科技创新是提高企业核心竞争力的必然选择,构建合理有效的科技型企业集团绩效考核体系对提升创新能力、实现企业价值具有重要战略意义。阐述了科技型企业集团绩效考核的现状,并深入分析考核管理存在的不足,在此基础上,对绩效考核方案进行了优化研究:以任务绩效评价为主线,用周边绩效评价进行调整,兼顾职能评价和奖罚评价;提高考核的民主参与程度,建立相互考评机制,实现考评公平、公正、公开的基本要求,提高绩效考核的质量。
Development is the first priority,talent is the first resource,innovation is the first driving force,and technological innovation is the inevitable choice to improve the core competitiveness of an enterprise. Constructing a reasonable and effective performance appraisal system for scientific and technological enterprise groups has important strategic significance for enhancing innovation capabilities and realizing corporate value. The status of performance appraisal of technology-based enterprise groups is explained,and the deficiencies in current appraisal management is deeply analyzed. On this basis,optimized research on the performance appraisal plan is conducted:taking task performance appraisal as the main line,adjusting with surrounding performance appraisal,and taking into account both functional appraisal and reward and punishment appraisal,improving the degree of democratic participation in evaluation,establishing a mutual evaluation mechanism,realizing the basic requirements of fairness,justice,and openness in evaluation,and improving the quality of performance evaluation.
