摘要
多元信息协同交互是提升公共卫生应急管理效率的有效举措,然而现有公共卫生系统面临突发危机时的防控手段存在着行政中心化、效率低下、数据孤岛和信息失真等缺陷。基于区块链核心技术分布式账本技术、非对称加密算法以及智能合约等,具有去中心化、共识机制、可追溯性以及高度信任机制等属性,结合智慧医疗多元信息管理的需求,构建突发公共卫生事件下卫生信息联盟链架构、个人健康信息数据私有链架构、舆情慈善信息公有链架构,有利于打造数字医院和提升医疗服务水平,提升我国面对公共卫生医疗突发事件的治理体制和多方主体间的信息协同效率,实现智慧医疗多元信息协同,加快医疗服务模式的“数字分散化”转型。
Collaborative interaction of multiple information is an effective initiative to improve the efficiency of public health emergency management.However,the existing prevention and control systems are often overwhelmed when a public health emergency occurs due to problems such as administrative centralization,inefficiency,and data silos/information distortion.The core techniques of blockchain include distributed ledger technology,asymmetric encryption algorithms,and smart contracts,which have attributes such as decentralization,consensus mechanism,traceability,and high trust mechanism.Based on the demands of multiple information management in smart medicine,the construction of health information alliance chain architecture,individual health information data private chain architecture,and public opinion/charity information public chain architecture under unexpected public health events will facilitate the establishment of digital hospitals and improve their health care services,enhance the governance system,increase the efficiency of information collaboration among multiple stakeholders,achieve multiple information collaboration of smart medicine,and accelerate the"digital decentralization"of health care services.
