新冠肺炎疫情下专科医院实现医疗服务同质化管理的实践探讨

Achieving homogenized management of health services in specialist hospitals during COVID-19 pandemic

目的探讨在抗击新冠肺炎疫情中非传染病专科医院在收治传染病患者时实现医疗服务同质化管理的策略。方法针对专科医院不同层级、不同科室、不同专业特点,采取组建同质化的病区诊疗团队、构建同质化的质控运行体系、建立同质化的质控标准、强化同质化的培训考核、优化日常医疗工作流程、建立多学科联合会诊模式、提供深入临床的药师服务、运用同质化的路径管理、灵活运用质量管理工具、利用信息化建立数据上报体系等措施以保障医疗服务同质化。结果同质化的质量管理措施,可有效消除不同科室医务人员的诊疗和专业技能差异,使患者在不同感染病区都能够得到基本相同质量的医疗服务。结论专科医院在收治新冠肺炎患者的工作实践中,为达到同质化医疗服务,必须以实施统一的诊疗方案和工作流程为基础,以强化各级各类人员的培训为关键,以提供个性化的诊疗服务为核心。

Objective To explore the strategies for achieving homogenized management of health services in non-infectious disease specialist hospitals during COVID-19 pandemic.Methods Based on the different features of different hospitals,departments,and specialties,measures were taken in the specialist hospitals to ensure the homogenization of health services by establishing homogenized ward-based diagnosis and treatment teams,developing homogenized quality control systems,establishing homogenized quality control standards,strengthening homogenized training and assessment,optimizing daily medical workflow,establishing multidisciplinary consultation modes,providing in-depth clinical pharmacist services,adopting homogenized pathway management,flexibly using quality management tools,and establishing a data reporting system using information technology.Results The homogenized quality management measures effectively eliminated the differences in diagnosis/treatment protocols and professional skills of medical staff in different departments,so that COVID-19 patients received basically the same quality of health services in different wards.Conclusion Homogenized health services should be offered to COVID-19 patients who are treated in non-infectious disease specialist hospitals.For this purpose,it is important to implement a uniform diagnosis and treatment protocol and workflow,strengthen the training of medical staff at all levels,and provide personalized diagnosis and treatment services.
