波兰创新政策演化路径及特点分析

An Analysis of the Evolution Path and Characteristics of Poland's Innovation Policies

本文以时间为序,对波兰的创新政策演化过程进行分析。阐述其演化过程中各阶段特点,在分析各阶段政策的基础上进一步揭示其政策演化的原因。波兰创新政策的特点主要体现为突出企业在创新发展中的主体地位,加大科研资金投入力度,依靠欧盟资金大力发展本土创新研发成果,强调对科研人员的培养与引进等。波兰是共建“一带一路”重要国家,剖析其创新政策将对中国创新政策发展及“一带一賂”倡议的落地具有重大现实及战略意义。

This paper analyzes the evolution of Poland's innovation policies in chronological order,and illustrates the characteristics and driving forces of each stage.The characteristics are embodied by the dominant position of enterprises,increased R&D input,reliance on EU funds,and emphasis on the training and recruitment of scientific researchers.As an important country of the Belt and Road,Poland's innovation policies has great practical and strategic implications for China's innovation policy development and the landing of the Belt and Road.
