省思中国智库建设中的知行关系

Introspecting on the Relationship Between Knowledge and Action in the Construction of Chinese Think Tanks

[目的/意义]中国智库快速发展经历了近10年的探索,此时省思中国智库建设中的知行关系,理清智库理念,梳理智库实践,对中国智库的现代化发展很有裨益。[方法/过程]本文从理清智库的基本理念入手,分析了中国智库实践现状,比较了中美智库建设的4个理念,指出了中国智库需要治理的4个方面。[结果/结论]当前智库生态环境中,组织形态、经费来源、人员交流等体制机制很难有大改变,但思想多元化、方法科学化和成果去功利化等方面可以先行改善。

[Purpose/significance]The rapid development of Chinese think tanks has experienced for nearly 10 years.At this time,it is of great benefit to the modernization of Chinese think tanks that introspecting the relationship between knowledge and action,sorting out the idea,and carding the practice.[Method/process]This paper begins with sorting out the basic ideas of think tanks,analyzes the current status,compares the four ideas in think tank construction between China and the United States,and points out the four worrying situations of Chinese think tanks needed to govern.[Result/conclusion]In the current hardware environment,it is difficult to make great changes in the governing mechanism,such as the organizational form,funding sources,and personnel exchanges.But the software environment can be improved first,including the diversification of thinking,the scientization of methods and the deutilitarian of the achievements of think tanks.
