The Axiology of Human Rights Legislation

权利立法使得宪法基本权利得以具体化,是人权保障的核心内容和主要措施。从价值维度考量,权利立法不仅能够有效保障基本权利、平衡权利冲突、制约公权力,而且在践行党的宗旨、夯实党的执政基础、完善中国特色社会主义法治体系、增强中国国际人权对话合作成效等方面,都具有十分重要的价值。在新时代,充分认识权利立法价值,对于促进和完善权利立法实践,实现人权法治保障目标具有重要意义。
