Discussion on the Practice of Deleveraging and Debt Reduction in State-Owned Enterprises--Taking Kailuan(Group)Co.,Ltd.as an Example

去杠杆减负债工作,是从中央到地方供给侧结构性改革的重大政策举措,也是企业高质量发展的内在要求。以开滦集团有限责任公司去杠杆、减负债的实践为例,按照止血、补血、造血的总体思路,提出了股权融资撬动所有者权益;多措并举加强管理,严控债务增速;增强自身积累能力,降低负债投资依存度等三个方面的建议。

Deleveraging and debt reduction is a major policy measure of the supply-side structural reform from the central government to local governments,and it is also an inherent requirement for the high-quality development of enterprises.Taking the practice of deleveraging and debt reduction of Kailuan(Group)Co.,Ltd.as an example,according to the general idea of blood-stopping,bloodenriching and blood-making,suggestions from three aspects are put forward:use equity financing to leverage the owner's equity,take multiple measures to strengthen management and strictly control the growth of debt,strengthen one’s own accumulating ability and reduce the degree of dependence on debt investment.
