Research on the Maintaining and Improving Institutional System of Ecological Civilization During the 14th Five-Year Plan Period

十八大以来,我国生态文明建设在制度建设和治理效果方面均取得积极进展,但是依然面临诸多挑战和问题。为此,在“十四五”时期应当依据生态文明体制改革进展和试点情况,明确坚持和完善生态文明制度体系的总体思路、总体目标、实施途经和重大举措,构建权责清晰、集中统一、多元参与、激励约束并重、系统完整的生态治理长效机制,为满足人民日益增长的优美生态环境需要提供更多优质生态产品和服务。

Since the 18th national congress of the CPC,China has made notable progress in building an ecological civilization.Ecological and environmental governance has been significantly strengthened,leading to marked improvements in the environment.But there are still many difficulties and challenges to face.Therefore,on the basis of the progress and pilot reform of the system for developing an ecological civilization,the general idea,major goals,implementing approach,and major initiatives of maintaining and improving a system for eco-environmental civilization should be clear.Furthermore,it could establish long-term systematic and complete mechanism for ecological governance that is built upon clearly defined powers and responsibilities,centralized and unified leadership,broad participation,and great balance between incentive and restriction.Meanwhile,it could greatly provide high quality ecological products and services to meet people’s ever-growing demands for a beautiful environment.
