新中国成立以来我国农村文化政策的叙事转向及其寓意

Narrative Transformation of Rural Cultural Policy Narratives Since the Founding of New China and Morals

叙事式政策框架是西方近十年来出现的政策研究理论,由于分析视角和分析框架的新颖性获得了学术界高度重视。叙事式政策框架从结构主义角度出发,从宏观、中观、微观层次对场景、角色、情节和寓意等叙事要素进行实证分析和定性分析,试图揭示政策叙事策略对于政策合理性及其实施效果的影响。新中国成立以来,中国共产党出台了一系列农村文化政策,以配合党的中心工作和农村文化发展需要,对我国农村文化重塑和农村主体的文化自信产生了深远的影响。文章在政策叙事理论框架下,以党的文件和《人民日报》等主流媒体文章为文本依据,以内容分析法等定性研究为主,系统梳理新中国成立以来我国农村文化政策叙事变迁的几个阶段,阐述叙事主体在不同场景下的话语体系转换,并考察这些叙事转换对于农村文化建设成果的影响。

Narrative Policy Framework(NPF)is a new theory in policy study.The theory has been valued by academic circle due to its novel analysis perspective and analysis framework.NPF conducts empirical studies and qualitative analysis on settings,characters,plots and morals from macro,meso and micro levels in structuralist perspective in order to find out the influence of policy narratives on policy outcomes.Since the founding of new China,the ruling Party proposed a series of rural cultural policies to promote the development of rural culture and serve the Party’s central task.The policies exerted a profound impact on China’s rural cultural construction and cultural confidence of rural citizens.The paper,under NPF theory and putting essays published in People’s Daily as narrative texts,systematically exams the evolution phases of rural cultural policies and analyzes the conformation of discourse system under different settings and evaluate the influence on the rural cultural development.
