打造国家战略科技力量对于我国加快解决关键核心技术“卡脖子”问题,更好地构建以国内大循环为主体、国内国际双循环相互促进的新发展格局至关重要。研究针对我国科技评价体系的不足、创新平台建设不足、缺乏战略性科技人才的系统培育与引进体系等方面问题,提出明确定位、持续支持、更好发挥高校作用、突出企业科技创新主体引领地位等对策,为加快推进国家战略科技力量建设提供实践与政策借鉴。

Building national strategic science and technology force is very important for China to speed up the breakthrough of"neck sticking"key core technology,and to better build a new development pattern with domestic circulation as the main body and both domestic and international cycles mutually reinforcing each other.The research comprehensively sorted out the problems and difficulties of insufficient science and technology evaluation system,the lag of innovation platform construction,and the lack of systematic cultivation and introduction system of strategic scientific and technological talents,and put forward the countermeasures of clear positioning,continuously supporting,better playing the role of colleges and universities,highlighting the leading position of enterprises in scientific and technological innovation,which provideed practical and policy references for accelerating the construction of national strategic science and technology strength.
