摘要
基于两阶段创新价值链理论,构建了工业绿色科技成果转化效率评价体系。运用非期望产出SBM模型,从区域异质性的视角实证考察了安徽16个地级市2013—2018年工业绿色科技成果转化效率。研究发现:①非期望产出影响工业绿色科技成果转化效率,呈显著负相关性。②安徽工业绿色科技成果转化效率整体偏低,呈先下降、后上升的变化趋势。转化效率偏低是由纯技术效率和规模效率低下共同引起的,但主要归因于规模效率过低。③区域异质性显著影响工业绿色科技成果转化效率。皖中地区效率最高,皖南地区其次,皖北地区最低。
Based on the theory of two-phase innovation value chain,this paper constructed an evaluation system of industrial green scientific and technological achievements transformation efficiency.The undesirable output SBM model was utilized to empirically investigate the transformation efficiency of industrial green scientific and technological achievements of 16 prefecture level cities in Anhui Province from 2013 to 2018 from the perspective of regional heterogeneity.The results showed that:①The undesirable output had a significant negative correlation with the transformation efficiency of green scientific and technological achievements.②The transformation efficiency of industrial green scientific and technological achievements in Anhui Province was on the low side as a whole,showing a trend of decreasing first and then increasing.The low efficiency was caused by both low pure technical efficiency and low scale efficiency,but mainly due to the low scale efficiency.③Regional heterogeneity had a significant impact on the transformation efficiency of industrial green scientific and technological achievements.The central Anhui had the highest efficiency,followed by the southern Anhui and northern Anhui the lowest.
