广东电网PCM设备退运技术研究

Research on PCM Equipment Return Technology of Guangdong Power Grid

广东电力通信专网的脉冲编码调制(Pulse Code Modulation,PCM)接入系统从20世纪80年代开始建设。截至2019年底,全网在运行PCM设备数千台,覆盖广东电网范围内110kV及以上厂站和部分有通信业务需求的35 kV变电站。PCM设备承载的主要是中调和地调调管业务,也承载有少量总调调管业务。承载的业务类型以调度机构至调管厂站的自动化在线计费系统(Online Charging System,OCS)专线、电能计量专线及调度电话为主,也有部分行政电话等业务。在"宽带、高速"发展形势下,PCM技术属于被淘汰技术,早已在公网通信中停止应用。大量通信设备厂商因市场需求剧减而停止PCM设备的生产和技术支持服务,因此广东电网需要安排PCM设备逐步退出应用。基于此,重点介绍当前PCM设备承载的语音电话、自动化、电能计量及雷电定位等业务专线改造的技术方案。

The Pulse Code Modulation(PCM)access system of Guangdong electric power communication special network has been constructed since 1980 s.By the end of 2019,thousands PCM devices are in operation in the whole network,covering 110 kV and above plants and stations within the scope of Guangdong power grid and some 35 kV substations with communication business needs.PCM equipment mainly carries intermediate scheduling and local scheduling management services,but also carries a small number of overall scheduling management services.The business type is mainly automated Online Charging System(OCS)special line,power metering line and dispatching telephone line from dispatching authority to dispatching station.Besides,there are also some business such as administrative telephones and so on.In the situation of"broadband,high-speed"development,PCM technology belongs to the ranks of eliminated technology,which has been stopped in public network communication for a long time.A large number of communication equipment manufacturers have stopped PCM equipment production and technical support services due to the sharp decrease of market demand.Based on the above problems,PCM equipment is arranged to exit the application gradually.This paper introduces the technical scheme of voice telephone,automation,electric energy measurement,lightning positioning service line transformation.
