增长极视角下西安与其他国家中心城市能级比较研究

A Comparative Study of the Energy Levels of Xi'an and Other National Central Cities from the Perspective of Growth Pole

增长极是一种非均衡发展模式,在新的全球化趋势下,国家中心城市是肩负国家使命、引领区域发展、参与国际竞争、代表国家形象的现代化大都市,是引领区域发展的最高级别增长极,其能级强弱反映了其作为增长极发挥引领作用的强度。文章从增长极的能级概念出发,通过分析增长极的能级构成要素及影响因素,确定评价指标,采用变异系数权重-TOPSIS法,对西安及其他8个国家中心城市的能级进行了评价比较,结果发现,西安作为区域增长极,其能级总体处于下游水平。其中,能级之经济效应最弱,文化效应相对较好,但文化影响力不强,政治效应总体不强,国际参与度有待提升;从影响增长极能级效应的因素看,西安地理环境条件相对较好,建成环境和社会环境短板明显。因此,加快经济发展、改善城市建成环境、提高社会治理水平是增强西安作为国家中心城市和区域增长极的能级效应的核心策略。

The growth pole is an unbalanced development model.Under the new globalization trend,national central cities are modern metropolises that shoulder the national mission,lead regional development,participate in international competition,and represent the national image.It is the highest-level growth pole that leads regional development,and its energy level reflects the strength of its leading role as a growth pole.Starting from the concept of the energy level of the growth pole,the article determines the evaluation indicators by analyzing the energy level components and influencing factors of the growth pole,and uses the coefficient of variation weight-TOPSIS method to evaluate and compare the energy levels of Xi'an and 8 other national central cities.The result found that Xi'an,as a regional growth pole,its energy level is generally at the downstream level.Among them,the economic effect of energy level is the weakest,and the cultural effect is relatively good,but the cultural influence is not strong,and the political effect is generally not strong.International participation needs to be improved;In terms of the factors that affect the energy level effect of the growth pole,Xi'an has relatively good geographical environmental conditions,and the built environment and social environment have obvious shortcomings.Therefore,accelerating economic development,improving the urban built environment,and improving the level of social governance are the core strategies to enhance the energy-level effect of Xi'an as a national central city and a regional growth pole.
