《乡村教师支持计划》成效研究——政策文本分析的视角

摘要 通过对32省、258市《乡村教师支持计划》的政策文本进行分析,本研究发现各地在教师交流补充、生活待遇条件、教师专业发展等方面有诸多创新举措,有力保证了乡村教师“下得去、留得住、教得好”。但应该看到,编制改革不彻底、补助激励作用不大、职称(职务)评聘倾斜力度不够等不足之处影响了政策的整体效力。短时期内,通过改革编制标准以及综合施策能够缓解以上诸多不足,但最根本的应该是改革现有的财政负担模式,实行“中央和地方分担、以省为主”的义务教育财政体制。 By analyzing the policy texts from thirty-two provinces and two hundred and fifty-eight counties,we found that there re many innovation initiatives in teachers exchange,supplement,living treatment conditions,professional development,which ensures the teachers go down,stay down,teach good.But we also have to see that there are many shortcomings which affect the overall effectiveness of the policy,such as incomplete staff reform,small effect of the subsidy,little inclination of professional title evaluation and appointment.In a short time,only by reforming staff standard and putting out a comprehensive policy,can we relieve the insufficiency above.But fundamentally,it s necessary for us to reform the existing financial burden model,carrying out the central and local share,mainly in the province financial system of compulsory education.
