新时代下,为保证农村土地资源能够得到更加合理的配置,并对我国农村经济形成促进作用,需改善农村土地流转形式,完善农村土地流转相关法律法规,建立农村土地流转的动力系统。在建立农村土地流转动力系统的同时,还应该加强风险管控,以保证农村土地资源的最佳配置。

Under the new situation,in order to ensure the reasonable allocation of rural land resources,and to promote the formation of rural economy,there is a need to change the form of rural land circulation,to improve the relevant laws and regulations of rural land transfer,and to establish the power system of rural land transfer.In order to ensure the optimal allocation of rural land resources,we should strengthen risk management and control while establishing the dynamic system of rural land circulation.
