我国城市社区应急管理体系建立研究

Research on the Establishment of Urban Community Emergency Management System in China

国务院安委会办公室于2017年11月9日印发《关于加强基层安全生产网格化监管工作的指导意见》指导意见中明确指出,要实施基层安全生产网格化监管,构建社区的应急管理和监管体系。社区是我国安全生产网格化管理的重要一环,以安全生产网格化监管为根本,延伸发展社区安全生产、应急管理,是新形势下做好应急管理工作的基础保障。该文从我国城市应急管理现状入手,通过分析应急管理工作中的难点和重点,提出了以社区为单位建立应急管理体系的具备实操性的解决方案。

On November 9,2017,the Office of the State Council Security Committee issued the Guiding Opinions on Strengthening the Supervision of Grassroots Safety Production Grid,which clearly pointed out that it is necessary to implement the grid supervision of safety production at the grass-roots level and build the emergency management and supervision system of the community,The community is an important part of the grid management of production safety in our country.Taking the grid supervision of production safety as the foundation,extending the development of community production safety and emergency management is the basic guarantee for the emergency management under the new situation.This paper starts with the current situation of urban emergency management in China,analyzes the difficulties and key points in emergency management,and puts forward practical solutions to establish emergency management system with community as the unit.
