浅谈嵌入式社区居家养老服务困境及改进路径

我国构建新型嵌入式社区居家养老模式,为传统机构、社区、居家养老模式解决所存在的局限性,将社区与居家两种养老模式串成有效的服务传达和服务闭环,将成为我国未来最重要的养老模式。由于嵌入式社区养老服务处于起步阶段,在运行中存在供需矛盾、人才供给不足以及功能定位模糊等困境。通过构建以政府主导的综合养老保障机制,实施精准定位,细化功能以及加强定向培养,推动照护人才专业化,才能使嵌入式养老摆脱困局,逐步走向成熟和完善。

As a new mode of community-based care for the aged in China,embedded community homebased care has overcome the limitations of institutions,communities and home-based care modes.It will become the most important pension mode in China in the f uture by connecting the two pension modes of community and home to form an effective service delivery and service closed-loop.Because the embedded community pension service is in its infancy,there are many diff iculties in its operation,such as the contradiction between supply and demand,the shortage of talent supply and the ambiguity of function orientation.Only by building a comprehensive pension security mechanism led by the government,precise positioning,ref ining functions and targeted training,and promoting the specialization of nursing talents can embedded pension get rid of the predicament and gradually become mature and perfect.
